It is necessary to lay a foundation to safeguarding workers security. On one hand it is important to know the local regulations in order grant compliance with law. However, beyond simply complying to law there might be risk to life and limb that might not be covered in local regulations.

2. How can we best understand the factory's effectiveness in being up to date on regulations?
3. What is the best approach to team up with the factory to achieve best results together?
